WATERBURY, CT — The City of Waterbury has opened an Open Competitive Examination for the position of Traffic Utility Person, a full-time role responsible for maintaining and supporting the city’s traffic control systems. Applications will be accepted until sufficient submissions are received.

This position pays $24.23–$31.43 per hour (new hires start at the base rate) and includes a full benefits package: health insurance options, prescription coverage, dental, life insurance, retirement, paid holidays, vacation, sick days, and personal time.


Job Overview

The Traffic Utility Person plays a key role in keeping Waterbury’s streets functioning safely. Responsibilities include:

  • Performing maintenance and repairs on traffic signals, relays, switches, and electrical components
  • Supporting Traffic Signal Technicians on complex repairs
  • Replacing signal lamps
  • Setting up traffic counters and collecting data
  • Operating a bucket truck to access elevated equipment
  • Maintaining inventory and repair logs
  • Installing and repairing street name signs
  • Setting up cones, barricades, and Variable Message Signs for work zones and special events
  • Responding to emergency calls regarding malfunctioning traffic equipment
  • Performing mark-outs under Call Before You Dig (CBYD) regulations
  • Assisting with winter operations such as snow plowing when needed

This role requires working in all weather conditions and sometimes responding to 24-hour emergency situations.

Required Knowledge, Skills & Abilities

Applicants should have:

  • Basic knowledge of electrical circuits and traffic signal maintenance
  • Ability to work safely around high voltage
  • Familiarity with MUTCD standards
  • Ability to operate a bucket truck
  • Strong record-keeping and inventory skills
  • Ability to work independently and communicate effectively
  • Knowledge of work zone safety and flagging procedures
  • Ability to interpret traffic signal plans and timing diagrams

Minimum Qualifications

To be considered, applicants must have:

  • Graduation from a vocational school with training in electrical or electronic trades
  • At least two (2) years of experience working with electronic or electrical equipment
  • Working knowledge of Microsoft Word, Excel, and Outlook
  • A valid driver’s license with a good driving record

Applicants must submit copies of their diploma/GED at the time of application.

At the conditional offer stage, candidates will be required to provide a recent (within 30 days) DMV Driving History Report.


Special Requirements After Hire

  • Must obtain Flagger/Work Zone Safety Certification (ConnDOT approved) within 6 months
  • Must obtain IMSA Traffic Signal Level I Certification the next time the exam is offered
