Waterbury Draft Plan of Conservation and Development Released for Public Review
WATERBURY, CT — The City of Waterbury has released its Draft Plan of Conservation and Development (POCD), outlining long-term planning goals that will help guide the city’s growth, land use, housing, economic development, and infrastructure decisions.
Waterbury Begins Drafting 2026–2036 Plan of Conservation and Development, Public Hearing Set for March
The draft plan was prepared for review by the Waterbury City Planning Commission and will ultimately shape policy decisions affecting the city’s more than 115,000 residents.
During the initial outreach process used to help inform the draft, less than 100 participated in a survey seeking public input on the future of the city.
Local officials are now encouraging more residents to review the draft plan and provide feedback before the upcoming public hearing.
To simplify the process, an online survey in English and Spanish has been created so residents can submit their thoughts about the draft plan and the future direction of Waterbury. Responses will be compiled and shared with the Planning Commission ahead of the next public hearing.

Officials say the draft plan is also being translated into Spanish to make the document more accessible for Spanish-speaking residents.
