Waterbury Man Arrested in Alleged “Hate” Incident Following Grand Street Disturbance

WATERBURY, CT — On August 22, 2025, at approximately noon, the Waterbury Police Department was notified of a disturbance involving Victor Cuevas, 61, of Waterbury, and Efrain Torres, 28, also of Waterbury.

Police say the disturbance began earlier that morning outside 160 Grand Street, where an interaction occurred between Cuevas and Torres.

Following an investigation, Waterbury Police Detectives consulted with the Waterbury State’s Attorney’s Office. It was determined that the incident constituted a hate incident, based on hostile expressions allegedly used by Cuevas during the encounter.

As a result, an arrest warrant was submitted and approved, charging Cuevas with Breach of Peace in the Second Degree. The court set bond at $20,000.

On December 16, 2025, Cuevas was notified by police of the active warrant. He subsequently turned himself in without incident and was later released after posting bond.

The case remains pending in court.
