Ten Arrested After Drug Raid at Chapman Avenue Residence

WATERBURY — Ten people were arrested Tuesday, Jan. 14, 2026, following the execution of a search and seizure warrant at 76 Chapman Ave., according to the Waterbury Police Department.

Members of the Waterbury Police Gang Task Force, Vice and Intelligence Unit, Auto Theft Task Force, and the Connecticut State Police Violent Crimes Task Force conducted the operation, which targeted 46-year-old Eugene Foote of Waterbury.

Police say narcotics and drug paraphernalia were discovered inside the residence. Foote and nine other individuals found inside the home were taken into custody. Following the arrests, the Waterbury Fire Marshal and Health Department condemned the property.

Charges Filed

Foote faces multiple charges, including two counts of possession of narcotics, possession of a controlled substance with intent to sell, interfering with an officer, tampering with evidence, and possession of drug paraphernalia.

Other individuals arrested include:

  • Ernest Pritchett, 54, charged with possession of narcotics with intent to sell, illegal operation of a drug factory, and possession of drug paraphernalia.
  • Latisha Anderson, 44, charged with possession of narcotics with intent to sell, illegal operation of a drug factory, and possession of drug paraphernalia.
  • Wesley Watson, 53, charged with possession of a hallucinogenic substance with intent to sell.
  • Melissa Parkhurst, 46, charged with two counts of possession of narcotics, possession of drug paraphernalia, and two active arrest warrants.
  • Victor Torres, 41, charged with two counts of possession of narcotics and possession of drug paraphernalia.
  • Glenda Mendez, 44, charged with possession of drug paraphernalia.
  • Anthony Williams, 47, arrested on an active State Police warrant.
  • Aida Oquendo, 44, arrested on two active warrants.
  • Rosemary Winters, 60, charged with misrepresentation of a substance as a controlled substance.

All individuals were presented in court. Williams was transferred into the custody of Connecticut State Police.

Evidence Seized

According to police, items seized during the investigation included:

  • Seven pills containing fentanyl
  • Thirty bags of heroin/fentanyl
  • Approximately 14 grams of cocaine and crack cocaine

The Waterbury Police Department stated the operation was part of ongoing efforts aimed at addressing illegal drug activity and public safety concerns.
