WATERBURY — A Waterbury man accused of killing his 80-year-old mother inside their Abbott Terrace home told police he was experiencing disturbing auditory hallucinations in the moments leading up to the attack, according to reporting by Bruno Matarazzo Jr. of CT Insider.
Noel Sepulveda, 48, allegedly told investigators he heard a persistent whistling sound—described as similar to a coach’s whistle—along with voices that told him “two lives would make everything right,” according to a police report cited in that coverage.
Sepulveda is charged with murder, along with narcotics-related offenses. He was arraigned Friday in Waterbury Superior Court, where bond was set at $2.5 million. No plea has been entered.
Authorities say police were dispatched to the Abbott Terrace residence on April 9 for a reported medical emergency. Family members had discovered both Sepulveda and his mother, Anacelia Sepulveda, inside the home. She was found deceased, while Sepulveda was unresponsive. A dose of Narcan was administered at the scene, according to the report.
After being transported to the hospital, Sepulveda was later interviewed by detectives, where he allegedly detailed the events and directed officers to evidence inside the home, including the weapon and clothing, according to the report cited by CT Insider.
This case involves a combination of violent crime, reported mental health factors, and substance use, all of which are expected to become central as the case moves through the court system.

The Waterbury Police Department held a “press conference” requesting by Media this morning regarding the case involving Noel Sepulveda and the killing of an 80-year-old woman, allegedly his own mother.
Waterbury , Chief of Police, Spagnola spoke during the briefing.

Waterbury Man Charged With Murder After Elderly Woman Found Stabbed on Abbott Terrace
Waterbury- A Waterbury Police Department investigation into what was initially reported as a medical assist has led to a murder arrest following the discovery of an elderly woman fatally stabbed inside a Waterbury apartment.
On Thursday, April 9, 2026, at approximately 12:42 p.m., officers were dispatched to an apartment at 25 Abbott Terrace. Upon arrival, police located 48-year-old Noel Sepulveda on the floor, appearing to be under the influence of narcotics.
Inside the same apartment, officers found 80-year-old Anacelia Sepulveda unresponsive in her bed. Authorities observed that she had suffered multiple stab wounds. She was later pronounced deceased.
Noel Sepulveda received medical attention at a local hospital and, upon discharge, was transported to the Detective Bureau for questioning. He was subsequently taken into custody in connection with the incident.
Sepulveda has been charged with:
- Murder
- Possession of Narcotics
- Use of Drug Paraphernalia
He was held on a $2.5 million bond and was presented in court Friday morning at 12pm.
