WATERBURY — As concerns continue to be raised about activity surrounding Elton Residential Care Home in downtown Waterbury, The Waterbury Times has begun examining who owns, operates, and oversees the facility located at 30 West Main Street.

The facility, housed in the former Elton Hotel building, sits at one of the city’s busiest downtown intersections. In recent months, residents, business owners, and visitors have contacted The Waterbury Times expressing concerns ranging from panhandling and loitering to questions about what level of supervision exists once residents leave the facility.

Ownership and Management

According to information published by the organization, Elton Residential Care Home was acquired in 2021 by R&R Care Operations, a company associated with the STAR Care Network.

The organization’s leadership materials identify Fuzail Rizvi as Managing Partner and Manosij Roy as Partner. Public records indicate the pair co-founded R&R Care Operations and oversee a network of residential care facilities.

The facility’s current administrator is Deborah Arroyo, who joined Elton Residential Care Home in December 2022 and is responsible for day-to-day operations.

Connecticut Department of Public Health records from 2023 show Rizvi, Roy, Arroyo, and Joanne Yenkelun appearing on behalf of Elton Residential Care Home during state proceedings involving the facility.

Seeking Answers

The Waterbury Times recently visited Elton Residential Care Home seeking comment regarding community concerns and questions surrounding facility oversight.

Among the questions presented:

  • What responsibility does the facility have when residents leave the building?
  • How are complaints involving residents investigated?
