OXFORD, CONNECTICUT — The Town of Oxford is seeking qualified contractors to submit proposals for the cleanup and restoration of waterways damaged during the August 2024 flooding event.

The Town is requesting bids for the Clean-Up of Debris at Various River Locations — Location #4, caused by the August 18–19, 2024 flood. The project will include the removal and disposal of debris located within fifty (50) feet of the edge of designated watercourses.

Debris removal will include non-natural materials such as:

• Plastics
• Metals
• Glass
• Asphalt
• Concrete
• Manufactured wood

The project will also include removal of natural debris caused by the flooding, including displaced brush, stumps, and downed trees three (3) inches in diameter or larger located within or adjacent to waterways.

Bid Deadline

Sealed proposals must be submitted by:

August 4, 2026 at 2:00 PM

Proposals received after the deadline will not be accepted. Bids will be opened and read aloud at the deadline.

Project Requirements

All bids must include a five percent (5%) Bid Bond.

Contractors are required to inspect and become familiar with each project location before submitting a proposal. The Town may award one or more locations to individual bidders due to the time-sensitive nature of the restoration work.

All work performed will be subject to Connecticut Prevailing Wage Rates.

Selected contractors must dispose of all materials at locations approved and permitted by state and local agencies. Contractors must identify proposed disposal locations for approval by the Town of Oxford.

Funding Source

This project is funded through the State of Connecticut Urban Act Grant, administered by the Connecticut Department of Energy and Environmental Protection (DEEP).

The Town of Oxford reserves the right to reject any or all proposals or waive defects in proposals when deemed in the best interest of the Town.
