Waterbury- Former Waterbury Public School Teacher Philip Hughes has once again been released from custody after being re-arrested in connection with a pending criminal case in Waterbury Superior Court.

According to court records, Hughes, born in 1983, was arrested by the Waterbury Police Department on April 29, 2026, and charged under Connecticut General Statute 53a-196j(b)(3), listed as “Harmful Communication with a Minor – Maintain Inappropriate Communication,” a Class A misdemeanor.

Court records show Hughes is currently facing the charge in Waterbury Superior Court GA 4 under docket number U04W-CR26-0519106-S. The case carries a listed bond of $50,000 through a professional surety bond.

The latest court update indicates Hughes has again been “Released From Custody” while the case remains in pre-trial status. His next scheduled court appearance is June 26, 2026, at 10:00 a.m.

Court data also indicates this is Hughes’ third appearance on the docket and marks the second known time he has been arrested and subsequently released in connection with the matter.

The alleged offense date listed in court records is December 23, 2025. No plea or finding has yet been entered in the case, which remains pending.

WATERBURY, CT — A former Waterbury Public Schools teacher has been arrested for a second time following a continued investigation into alleged inappropriate contact with minors.

According to the Waterbury Police Department, Philip Hughes, 42, of Southbury, was taken into custody on April 29, 2026, after detectives secured an arrest warrant stemming from new allegations involving a student.

The latest arrest follows an earlier investigation that began in December 2025, when authorities received reports that Hughes had been sending concerning messages to students. That case led to a multi-jurisdictional investigation involving Connecticut State Police, culminating in Hughes’ arrest in March 2026 on a charge of Harmful Contact with a Minor, a misdemeanor offense.

Police say Hughes posted a $50,000 bond following that arrest and was placed on administrative leave by the Waterbury Board of Education while the investigation continued.

During the course of the ongoing probe, Waterbury detectives uncovered additional information indicating that Hughes had allegedly engaged in similar conduct with another student. Based on those findings, a second arrest warrant was issued.

Hughes was again charged with one count of Harmful Contact with a Minor, and posted a court-set bond of $50,000. He was scheduled to appear in court for arraignment on the morning of April 30, 2026.

Officials confirmed that Hughes has since been terminated from his position, is no longer employed by the city, and is prohibited from entering any Department of Education property.

Waterbury- A Waterbury school district employee has been charged following an investigation into alleged inappropriate communication with a 16-year-old student, according to information presented in Waterbury Superior Court GA 4 on February 17, 2026.

Authorities report the investigation began on December 31, 2025, after a parent contacted police regarding messages sent to her daughter by a teacher employed by the district.

The suspect, identified as 42-year-old Philip C. Hughes of Southbury, is described in court materials as an assistant band director and technology education teacher.


Allegations Detailed in Court Materials

According to information presented in court:

  • The communication allegedly began under the pretense of checking on the student’s upcoming surgery
  • Contact reportedly moved from the “Band App” platform to personal cell phone messaging
  • Messages were allegedly sent during early morning hours, including between approximately 2:50 a.m. and 7:24 a.m. on December 27

Investigators report that messages allegedly included repeated use of the phrase “baby girl,” requests for images, and language described as virtual physical gestures, including statements such as “I tuck you in” and “I kiss your forehead.”

Court materials also indicate that call logs showed multiple early-morning phone calls to the student.

  • The student stated she felt uncomfortable and deleted the messages
  • A forensic extraction of the student’s iPhone 15 reportedly confirmed message history and call logs
  • Investigators noted that iCloud backup was not enabled, which was consistent with the deletion of outgoing messages
  • Authorities also allege the suspect sent screenshots of the student’s deleted TikTok content after claiming to have searched for it online

Charges and Court Proceedings

Hughes has been charged with harmful communication with a minor under Connecticut General Statutes.

Bond was set at $50,000, and a court appearance is scheduled for March 3, 2026.
